What did the Government Accounting Office 2005 report on DPA conclude?

Claim rates for Seller Funded Down Payment Assistance are only 3% higher than non seller funded down payment assistance loans. According to the Government Accountability Office (GAO) loans without DPA have a projected claims rate of 3%. Loans with DPA have a 6% claims rate. According to GAO, 94% of homes that purchased with DPA do not foreclose.
